Article 3 The following conditions shall be met by the travel agency to operate the tourism business abroad:

(A) to obtain international travel agency qualification for 1 year;

Article 4 A travel agency applying for travel business abroad shall apply to the tourism administrative department of the province, autonomous region or municipality directly under the Central Government. The administrative department of tourism of the province, autonomous region or municipality directly under the Central Government shall, within 30 working days from the date of accepting the application, submit it to the administrative department for tourism of the State Council for examination and approval of the application under the conditions stipulated in Article 3 of these Measures. The tourism administrative department of the State Council approves the travel business to travel abroad and shall meet the requirements of the tourism development plan and reasonable layout.

Without the approval of the tourism administrative department of the State Council to obtain travel business qualifications, any units and individuals shall not operate or to business, inspection, training, etc. disguised to operate abroad travel business.


Article 5 The tourism administrative department under the State Council shall publish the list of travel agencies (hereinafter referred to as the delegation) that have obtained the qualification of travel business abroad and shall inform the relevant departments under the State Council.

Article 6 The tourism administrative department of the State Council shall, according to the performance of the national inbound tourism during the previous year, the increase in the destination of the country's tourism destination and the development trend of the overseas tourism, determine the total number of the number of overseas tourists organized by the end of this year and issue the province , Autonomous regions and municipalities tourism administrative departments.

The administrative departments of tourism of the provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the principles of fairness, impartiality and openness of the activities, operating capacity and service quality of the annual tour operators in their respective administrative regions in the previous year, The number of organizations to travel abroad.

The tourism administrative department under the State Council shall supervise the arrangement of the number of overseas tourists and the organization of the citizens abroad by the tourism administrative departments of the provinces, autonomous regions and municipalities directly under the Central Government.

Article 7 The tourism administrative department of the State Council shall issue the List of Chinese Citizens Traveling Tour Team (hereinafter referred to as the "List Form"), and issue the number of the number of tourists traveling abroad to the provinces, autonomous regions and municipalities directly under the Central Government, , Autonomous regions and municipalities tourism administrative departments issued to the delegation.

Article 9 If a tourist has a valid ordinary passport, he / she can go to the tour group for the travel abroad.
