Provisional management of border tourism

Article 1 In order to further expand the opening-up of China's tourism industry, promote economic prosperity and social stability in the border areas, promote exchanges and friendship with the people of the same countries, improve the border tourism management,

Article 2 The term "border tourism" as used in these Provisions refers to the travel activities organized by the approved travel agencies and the citizens of the neighboring countries and their neighboring countries, collectively and from the designated border crossings, and within the agreed areas and deadlines.


Article 3 The National Tourism Administration is the competent department of border tourism, which is responsible for formulating policies and management measures for border tourism, conducting macro-management of border tourism and approving travel agencies hosting border tourism.

Article 4 The borders and autonomous regions tourism bureaus shall be responsible for the management, supervision, guidance and coordination of the border tourism business within the administrative area, and report to the National Tourism Administration on the basis of relevant laws and regulations to carry out border tourism.

Article 5 Border City and County Tourism Bureau shall be responsible for coordinating the management of the border tourism activities of the region under the guidance of the competent tourism authorities at higher levels.


Article 6 The necessary conditions for applying for border tourism business:

(1) Border cities and counties that have been approved by the State Council for foreigners;

(B) the state officially approved the opening of the country one or two ports, port joint inspection facilities are basically complete;

(3) having travel agencies approved by the tourism administrative department to receive foreign tourists;

(4) having the conditions for the nearest entry and exit documents for the entrants;

(5) with traffic conditions and reception facilities;

(6) Signatory agreement with the tourism department of the border area of the other country.

Article 7 The main contents of the signing of the intention agreement with the tourism department of the other border areas of the country:

(A) the specific form of the organization of border tourism, the services provided to the other tour groups, the scope of activities and the settlement;

(2) entry and exit documents used by both parties;

(3) The organizers of the two sides shall be responsible for educating their domestic counterparts to abide by the laws and regulations of the other countries and do not carry the items prohibited from import and export by both countries;

(4) The units of the two parties shall protect the lawful rights and interests of the participating persons and handle personal accident insurance for the swimmers;

(5) The tourism departments of both sides maintain the order of entry and exit of the border areas and ensure that the tour groups return to their countries on time and bear the obligation to repatriate the other persons.
